CONGRESS PASSES BUDGET FOR 2014

By a bipartisan vote of 72-26 the Senate on Jan. 16 passed the omnibus FY 2014 spending package. President Obama is expected to sign it by by the latest CR deadline of Jan. 18. This is the first full federal appropriations law enacted in over a decade. Congress rejected the Obama administration’s attempts to cut USDA rural housing programs. Most HUD programs also received good funding levels. The President’s proposed FY 2015 budget will apparently be late this year, coming out in March rather than early February.

SPENDING BILL NEARS COMPLETION

The House of Representatives on Jan. 15 passed the FY 2014 omnibus spending bill (HR 3457) by a bipartisan vote of 359-67. The Senate is considering the package and expected to pass it on Jan. 17. A new brief continuing resolution is in place through Jan. 18.

CONGRESS TO VOTE ON FINAL 2014 BUDGET

The House and Senate Appropriations Committees on January 13 unveiled a final FY 2014 omnibus spending bill, with voting on the package scheduled this week. The current continuing resolution expires January 15, but Congress is expected to pass another CR through January 18, allowing time for consideration and passage of the omnibus package. HAC will continue to post further updates.

Rural housing cuts avoided. USDA rural housing programs did not suffer the cuts originally proposed by the Obama USDA budget. Sec. 502 direct loans received $900 million, Sec. 521 rental assistance got $1.11 billion, and Sec. 515 rental loans, $28 million. The bill also directs that communities currently eligible for USDA rural housing assistance will remain so through the end of the fiscal year. In addition, it expands the Section 502 packaging demonstration, directing USDA to contract with five intermediaries.[tdborder][/tdborder]

HUD programs have some cuts, some increases. In the final FY 2014 omnibus spending bill, HUD’s programs received a mix of level funding, reductions, and increases. HOME is at $1 billion, the same as in 2013, but CDBG is reduced. Programs with increases include tenant- and project-based rental assistance, homeless assistance, public housing operating, and Sec. 202 elderly housing. In addition to HOME, programs with level funding include Native American housing and housing counseling. In addition to CDBG, other accounts with cuts are public housing capital, fair housing, AIDS housing, Sec. 811 for the disabled, SHOP, and healthy homes.
