USDA Rural Development Obligations FY 17 – December

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2017 USDA Rural Housing program obligations.

USDA is operating under a Continuing Resolution (CR) which provides funding through April 28, 2016 based on last year’s appropriation levels. Congress will need to pass a final appropriations bill or another CR to keep the government operating after the CR expires.

As of the end of December, USDA obligated 37,497 loans, loan guarantees, and grants totaling about $5.18 billion. This is about $1.25 billion more than obligation levels from the same time last year when there were 29,561 loans, loan guarantees, and grants obligated totaling about $3.92 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $4.93 billion (34,412 loan guarantees) up from $3.7 billion (26,889) at the same time last year.

For the Section 502 Direct program, there have been over $196.6 million (1,492 loans), also up from $174.7 million (1,334 loans) in loan obligations this time last year. Very low-income (VLI) loan obligations as a percentage of the total Section 502 Direct loan dollars was 38.9 percent, exceeding the 31.5 percent VLI obligation level at the same time last year.

The Section 504 Repair and Rehabilitation programs obligated 687 loans representing $3.9 million. As in the other single family housing programs, loan volume was up from this time last year (543 loans representing $2.9 million.) There were also $5.3 million (878 grants) obligated in the Section 504 grant program compared to $4.6 million (776 grants) at the same time last year.

There were also 3 credit sales of Single Family properties totaling $213,000.

Multi-Family Housing Programs

USDA’s Section 538 Multifamily Housing obligated 17 loan guarantees totaling $35.1 million. In the Section 515 Rural Rental Housing program, there were 2 loans totaling $1.35 million obligated. There were also 6 MPR loans and grants totaling $3.07 million.

USDA obligated funds for 128,242 rental assistance units under the Section 521 Rental Assistance program totaling $586.2 million. This compares to about 107,298 units ($517.3 million) obligated same time last year. There were also 878 Rural Housing Vouchers totaling $3.2 million compared to 1,372 vouchers representing $5.1 million this time last year.

USDA Rural Development Obligations FY 16 – September

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of September, USDA obligated 132,493 loans, loan guarantees, and grants totaling about $17.76 billion. This is less than obligation levels from last year when there were 149,118 loans, loan guarantees, and grants obligated totaling about $19.89 billion.

Most of the programs were fully obligated this year.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $16.4 billion (116,684 loans) in loan guarantees. This is about $2.27 billion (17,571 loans) less than last year.

For the Section 502 Direct program, USDA obligated about $958.3 million (7,089 loans) in loan obligations in FY 2016; about $58.4 million (25 loans) higher than last year. Very low-income (VLI) loan obligations comprised 37.5 percent of the total Section 502 Direct loan dollars obligated this year. USDA obligated about $58.3 million more than the $900 million appropriated this year. The additional funds were used for low-income loans. Of these funds, $359.8 million were for VLI loans which represents about 40 percent of the $900 million appropriation amount.

The Section 504 Repair and Rehabilitation programs obligated 3,162 loans representing $17.4 million. This is 652 more loans or $2.3 million higher than last year. There were 5,010 Section 504 grants totaling about $30.7 million. This is $1.7 million (282 grants) more than obligated last year.

In the Section 523 Self-Help Housing grant program, the agency obligated 36 grants representing nearly $22.1 million and 5 national contracts totaling $6.4 million for a total of $28.5 million, 38 fewer grants and $9.9 million less than last year. Also, there have been 24 credit sale loans of Single Family properties totaling $1.9 million.

For the first time in a number of years, USDA obligated all of $5 million in appropriated funds for the Section 524 site loan program. There was also a $232,700 loan for the Section 523 site loan program as well.

Multi-Family Housing Programs

USDA obligated 119 Section 538 Guaranteed Rental Housing loans this year totaling $186.9 million. This represents 30 loans and over $73 million over last year’s totals.

For the Farm Labor Housing program, 20 loans for nearly $32.1 million and 11 grants ($15.7 million) have been obligated this year. Last year, there were 12 FLH loans and 5 grants representing about $19.3 million and $6.4 million respectively. There have also been 127 Multifamily Housing Preservation & Revitalization loans or grants ($96.1 million) obligated, a decrease of $9.5 million (22 loans or grants) over last year.

Section 521 Rental Assistance obligations reached $1.389 billion (301,792 units) in March. This is about $301.2 million more (56,793 more units) than last year.

There were 5,303 Rural Housing Voucher obligations representing $19.5 million, an increase of 834 units or $3.8 million higher than last year.

USDA Rural Development Obligations FY 16 – August

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of August, USDA obligated 121,462 loans, loan guarantees, and grants totaling about $16.25 billion. This is less than obligation levels from the same time last year when there were 133,150 loans, loan guarantees, and grants obligated totaling about $17.69 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $15.0 billion (107,185) in loan guarantees. This is about $1.77 billion (13,790) less than the same time last year.

For the Section 502 Direct program, there have been about $853.9 million (6,349 loans) in loan obligations so far in FY 2016; about $156.9 million (789 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 37.7 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 31.8 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 2,822 loans representing $15.4 million. This is 723 more loans or $3.1 million higher than this time last year. There were 4,637 Section 504 grants totaling about $28.4 million. This is $2.3 million (390 grants) more than obligated this time last year.

So far this year, USDA obligated 25 Section 523 grants totaling nearly $14.2 million and 5 national contracts totaling $6.4 for a total of $20.6 million, 14 fewer grants and $3.5 million less than this time last year. Also, there have been 22 credit sale loans of Single Family properties totaling $1.7 million.

Multi-Family Housing Programs

There have been 110 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $172.4 million. This represents 40 more loans and over $81.7 million more than this time last year.

For the Farm Labor Housing program, 16 loans for nearly $25.2 million and 9 grants ($14.4 million) have been obligated so far this year. This time last year, there were 5 FLH loans and 4 grants representing about $2.6 million and $4.9 million respectively. There have also been 102 Multifamily Housing Preservation & Revitalization loans or grants ($82.3 million) obligated, an increase of $49.3 million (51 loans or grants) over this time last year.

Section 521 Rental Assistance obligations reached $1.295 billion (282,279 units) in March. This is about $207 million more (37,838 more units) than this time last year.

There were 4,979 Rural Housing Voucher obligations representing $18.2 million, an increase of 863 units or $3.6 million higher than the same time last year.

USDA Rural Development Obligations FY 16 – July

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of July, USDA obligated 108,061 loans, loan guarantees, and grants totaling about $14.42 billion. This is less than obligation levels from the same time last year when there were 118,958 loans, loan guarantees, and grants obligated totaling about $15.8 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $13.3 billion (95,400) in loan guarantees. This is about $1.73 billion (13,215) less than the same time last year.

For the Section 502 Direct program, there have been nearly $770.0 million (5,728 loans) in loan obligations so far in FY 2016; about $204.2 million (1,180 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 34.8 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 32.2 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 2,417 loans representing $13.1 million. This is 621 more loans or $2.6 million higher than this time last year. There were 4,217 Section 504 grants totaling about $25.8 million. This is $2.5 million (418 grants) more than obligated this time last year.

So far this year, USDA obligated 23 Section 523 grants totaling nearly $13.3 million and 5 national contracts totaling $6.4 for a total of $19.7 million, 12 fewer grants and $2.9 million less than this time last year. Also, there have been 20 credit sale loans of Single Family properties totaling $1.6 million.

Multi-Family Housing Programs

There have been 79 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $142.4 million. This represents 44 more loans and over $95.0 million more than this time last year.

For the Farm Labor Housing program, 7 loans for nearly $5.2 million and 7 grants ($12.0 million) have been obligated so far this year. This time last year, there were 5 FLH loans and 4 grants representing about $2.0 million and $4.9 million respectively. There have also been 100 Multifamily Housing Preservation & Revitalization loans or grants ($81.7 million) obligated.

Section 521 Rental Assistance obligations reached $1.162 billion (252,792 units) in March. This is about $1.4 million more (9,155 more units) than this time last year.

There were 4,718 Rural Housing Voucher obligations representing $17.2 million, an increase of 931 units or $3.9 million higher than the same time last year.

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of June, USDA obligated 96,193 loans, loan guarantees, and grants totaling about $12.79 billion. This is less than obligation levels from the same time last year when there were 104,731 loans, loan guarantees, and grants obligated totaling about $13.9 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $11.8 billion (84,548) in loan guarantees. This is about $1.5 billion (11,545) less than the same time last year.

For the Section 502 Direct program, there have been nearly $723.3 million (5,364 loans) in loan obligations so far in FY 2016; about $251.9 million (1,536 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 31.5 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 32.0 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 2,165 loans representing $11.7 million. This is 706 more loans or $3.2 million higher than this time last year. There were 3,879 Section 504 grants totaling about $23.8 million. This is $4.4 million (711 grants) more than obligated this time last year.

So far this year, USDA obligated 18 Section 523 grants totaling nearly $11 million and 4 national contracts totaling $6.3 for a total of $17.3 million, 16 fewer grants and $725 thousand less than this time last year. Also, there have been 18 credit sale loans of Single Family properties totaling $1.4 million.

Multi-Family Housing Programs

There have been 76 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $137.2 million. This represents 41 more loans and nearly $90 million more than this time last year.

For the Farm Labor Housing program, 7 loans for nearly $5.2 million and 6 grants ($9.6 million) have been obligated so far this year. This time last year, there were 4 FLH loans and 3 grants representing about $1.3 million and $3.9 million respectively. There have also been 53 Multifamily Housing Preservation & Revitalization loans or grants ($46.6 million) obligated.

Section 521 Rental Assistance obligations reached $1.096 billion (237,179 units) in March. This is about $96.5 million more (12,495 more units) than this time last year.

There were 4,224 Rural Housing Voucher obligations representing $15.5 million, an increase of 803 units or $3.4 million higher than the same time last year.

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of April, USDA obligated 81,237 loans, loan guarantees, and grants totaling about $10.76 billion. This is less than obligation levels from the same time last year when there were 90,960 loans, loan guarantees, and grants obligated totaling about $12.1 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $10 billion (72,112) in loan guarantees. This is about $1.53 billion (11,582) less than the same time last year.

For the Section 502 Direct program, there have been nearly $536.7 million (4,040 loans) in loan obligations so far in FY 2016; about $152.2 million (911 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 30.7 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 32.7 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 1,804 loans representing $9.78 million. This is 554 more loans or $2.5 million higher than this time last year. There were 3,108 Section 504 grants totaling about $19 million. This is $2.3 million (373 grants) more than obligated this time last year.

So far this year, USDA obligated 16 Section 523 grants totaling $9.4 million and 4 national contracts totaling $6.3 for a total of $15.7 million. This is a similar total as this time last year. Also, there have been 16 credit sale loans of Single Family properties totaling $1.2 million.

Multi-Family Housing Programs

There have been 62 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $111.19 million. This represents 34 more loans and $70.5 million more than this time last year.

For the Farm Labor Housing program, 4 loans for $4.4 million and 5 grants ($9.2 million) have been obligated so far this year. This time last year, there were 4 FLH loans and 2 grants representing about $1.3 million and $2 million respectively. There have also been 31 Multifamily Housing Preservation & Revitalization loans or grants ($18 million) obligated.

Section 521 Rental Assistance obligations reached $1.095 billion (236,973 units) in March. This is about $109 million more (15,456 more units) than this time last year.

There were 3,672 Rural Housing Voucher obligations representing $13.7 million, an increase of 625 units or $2.96 million higher than the same time last year.

USDA Rural Development Obligations FY 16 – April

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of April, USDA obligated 68,207 loans, loan guarantees, and grants totaling about $8.98 billion. This is less than obligation levels from the same time last year when there were 79,277 loans, loan guarantees, and grants obligated totaling about $10.5 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $8.4 billion (60,652) in loan guarantees. This is about $1.65 billion (12,447) less than the same time last year.

For the Section 502 Direct program, there have been nearly $434 million (3,292 loans) in loan obligations so far in FY 2016; about $110.9 million (646 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 30.7 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 32.9 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 1,511 loans representing $8.11 million. This is 446 more loans or $2 million higher than this time last year. There were 2,642 Section 504 grants totaling about $16.3 million. This is $1.9 million (286 grants) more than obligated this time last year.

So far this year, USDA obligated 13 Section 523 grants totaling $8.4 million and 13 credit sale loans of Single Family properties totaling $930,037.

Multi-Family Housing Programs

There have been 51 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $78.7 million. This represents 23 more loans and $37.9 million more than this time last year.

For the Farm Labor Housing program, 2 loans for $4.2 million has been obligated so far this year. This time last year, there were 4 FLH loans and 2 grants representing about $1.3 million and $2 million respectively. There have also been 7 Multifamily Housing Preservation & Revitalization loans ($3.8 million) obligated.

Section 521 Rental Assistance obligations reached $986.2 million (209,931 units) in March. This is about $1.9 million more (but 11,215 fewer units) than this time last year.

There were 2,869 Rural Housing Voucher obligations representing $10.8 million, an increase of 171 units or $1.3 million higher than the same time last year.

USDA Rural Development Obligations FY 16 – March

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of March, USDA obligated 56,760 loans, loan guarantees, and grants totaling about $7.46 billion. This is less than obligation levels from the same time last year when there were 67,388 loans, loan guarantees, and grants obligated totaling about $8.9 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $7.0 billion (50,513) in loan guarantees. This is about $1.59 billion (11,896) less than the same time last year.

For the Section 502 Direct program, there have been nearly $355 million (2,699 loans) in loan obligations so far in FY 2016; about $105.2 million (635 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 30.4 percent of the total Section 502 Direct loan dollars obligated so far this year. Last year at this time, 33.6 percent of the Section 502 Direct loan dollars obligated were for VLI loans.

The Section 504 Repair and Rehabilitation programs obligated 1,250 loans representing $6.75 million. This is 374 more loans or $1.7 million higher than this time last year. There were 2,213 Section 504 grants totaling about $13.6 million. This is $1.6 million (248 grants) more than obligated this time last year.

So far this year, USDA obligated 2 Section 523 grants totaling $1.3 million and 12 credit sale loans of Single Family properties totaling $859,477.

Multi-Family Housing Programs

There have been 47 Section 538 Guaranteed Rental Housing loans obligated so far this year totaling $75.3 million. This represents 21 more loans and $38.4 million more than this time last year.

For the Farm Labor Housing program, one loan for $2.2 million has been obligated so far this year. This time last year, there were 4 FLH loans and 2 grants representing about $1.3 million and $2 million respectively. There have also been 3 Multifamily Housing Preservation & Revitalization loans ($1.6 million) obligated.

Section 521 Rental Assistance obligations reached $977.2 million (207,855 units) in March. This is about $218 million (37,203 units) higher than this time last year.

There were 2,751 Rural Housing Voucher obligations representing $10.4 million, an increase of 330 units or $1.9 million higher than the same time last year.

USDA Rural Development Obligations FY 16 – February

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

As of the end of February, USDA obligated 44,974 loans, loan guarantees, and grants totaling about $6.03 billion. This is less than obligation levels from the same time last year when there were 55,738 loans, loan guarantees, and grants obligated totaling about $7.4 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $5.7 billion (41,025) in loan guarantees. This is about $1.48 billion (11,129) less than the same time last year.

For the Section 502 Direct program, there have been over $283 million (2,163 loans) in loan obligations so far in FY 2016; about $105.8 million (667 loans) more than the same time last year. Very low-income (VLI) loan obligations comprised 31.29 percent of the total Section 502 Direct loan dollars obligated so far this year.

The Section 504 Repair and Rehabilitation programs obligated 793 loans representing $4,442,681. This is 119 more loans or $750,846 higher than this time last year. There were 938 Section 504 grants totaling $5.55 million. This is $2.6 million (431 grants) fewer than obligated this time last year.

So far this year, USDA obligated 2 Section 523 grants totaling $1.3 million and 9 credit sale loans of Single Family properties totaling $619,192.

Multi-Family Housing Programs

Section 521 Rental Assistance obligations reached $861.7 million (180.219 units) in November. This is about $103 million (9,540 units) higher than this time last year.

There were 2,210 Rural Housing Voucher obligations representing $8,294,560, an increase of 361 units or $1.8 million higher than the same time last year.

USDA Rural Development Obligations FY 16 – October

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2016 USDA Rural Housing program obligations.

USDA is operating under a Continuing Resolution (CR) which provides funding through December 11, 2015 based on last year’s appropriation levels. Congress will need to pass a final appropriations bill or another CR to keep the government operating after December 11.

As of the end of October, USDA obligated 9,350 loans, loan guarantees, and grants totaling about $1.27 billion. This is somewhat less than obligation levels from the same time last year when there were 13,763 loans, loan guarantees, and grants obligated totaling about $1.85 billion.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $1.2 billion (9,084) in loan guarantees. Obligations for October FY 2015 were about $1.85 billion (13,339 loan guarantees).

For the Section 502 Direct program, there have been over $28.7 million (214 loans) in loan obligations so far in FY 2016; this about three times as many loans as this time last year. Very low-income (VLI) loan obligations as a percentage of the total Section 502 Direct loan dollars was 28.39 percent.

The Section 504 Repair and Rehabilitation programs obligated 50 loans representing $319,932. Loan volume was about half of what it was last October. No grants were obligated in October. This is likely because funds for grants had yet been apportioned to the agency.

Other than a couple of credit sales of USDA inventory homes, there were no other obligations for Single Family Housing programs in October.

Multi-Family Housing Programs

There were five (5) loan obligations in the Multi-Family Housing Preservation Demonstration program totaling $10.27 million. This program is not included in the summary table as there is limited information available.

The only other MFH obligations in October were in the Section 521 Rental Assistance program. Rental assistance obligations were higher than they were last October. There were about 78 thousand RA units funded at over about $383 million. This compares to about 46 thousand units at $207 million last year.
