USDA Rural Development Obligations FY 15 – February

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2015 USDA Rural Housing program obligations.

As of the end of February, USDA obligated 55,738 loans, loan guarantees, and grants totaling about $7.5 billion. This is $805 million or 411 more obligations than the same time last year.

USDA also obligated 172,528 units of tenant assistance representing $765 million through the Section 521 Rental Assistance and the Section 542 Rural Housing Voucher programs. This is about $26.4 million or 3,498 more units than this time last year.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $7.2 billion (52,154) in loan guarantees. Obligations have averaged about $1.1 billion (8,000 loans) for the last several months.

For the Section 502 Direct program, there have been about $177 million (1,496 loans). Over the last few months obligations have averaged about $48 million (380 loans) per month. Very low-income loan obligations as a percentage of the total dollars obligated for the program decreased in February to 33.7 percent of the total dollars obligated. When viewed as a percentage of the number of loans obligated, very low-income loans comprise 37.6 percent of the total number of loans obligated. One reason for this is that the average loan amount for a low-income borrower has been higher than the average loan for a very low-income borrower. In addition, while the average low-income loan amount has been gradually increasing each month, the average very low-income loan amount has been decreasing. In an effort to stimulate loan obligations for the program, USDA provided its field offices a temporary authorization to obligate loans subject to appraisals and also relaxed certain criteria related to refinancing non-agency existing debt.

The Section 504 Repair and Rehabilitation programs obligated 674 loans representing $3.7 million and 1,369 grants representing $8.1 million. Section 504 activity increased significantly over previous months in February.

Multi-Family Housing Programs

The Section 538 loan guarantee program increased to 23 obligations totaling $27.7 million, similar to the amount for this time last year.

Section 521 Rental Assistance obligations total 170,679 units representing $758 million, about $25 million dollars (3,087 units) more than last year at the same time.
Section 542 vouchers totaled 1,846 units representing $6.5 million, which is $1.3 million or 411 more obligations than this time last year.

USDA Rural Development Obligations FY 15 – January

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2015 USDA Rural Housing program obligations.

January represents the first full month of USDA operations under the FY 2015 appropriations bill signed into law on December 16, 2014. Most rural housing programs received funding levels similar to FY 2014.

As of the end of January, USDA obligated 46,512 loans, loan guarantees, and grants totaling about $6.2 billion. This is $641 million or 3,927 more obligations than the same time last year.

USDA also obligated 104,164 units of tenant assistance through the Section 521 Rental Assistance or Section 542 Rural Housing Voucher programs, about $421 million or 1,652 more units than this time last year.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $6.0 billion (44,101) in loan guarantees. Most of the obligations occurred in October and November when monthly obligation rates averaged about $1.9 billion (nearly 14,000 loans per month). Activity in December and January slowed somewhat to about $1.1 billion (8,000 loans) per month.

For the Section 502 Direct program, there have been about $131 million (1,116 loans). The trend in the Section 502 Direct program has been an increasing level of loan obligations each month. Beginning with a slow start in October, November through January logged marked increases in loan activity. Very low-income loan obligations as a percentage of the total dollars obligated for the program decreased in January to 35.2 percent of the total dollars obligated. When viewed as a percentage of the number of loans obligated, very low-income loans total 38.6 percent of the number of loans obligated. One reason for this is that the average loan amount for a low-income borrower has been higher than the average loan for a very low-income borrower. In addition, while the average low-income loan amount has been gradually increasing each month, the average very low-income loan amount has been decreasing.

The Section 504 Repair and Rehabilitation programs obligated 425 loans representing $2.3 million and 848 grants representing $5.1 million. Section 504 activity has slowed from the levels in October and November ($630 thousand/100 loans per month and nearly $1.5 million/245 grants per month) compared to December and January ($520 thousand/100 loans and about $1 million/180 grants.)

Multi-Family Housing Programs

The Section 538 loan guarantee program increased to 16 obligations totaling $14.6 million, two more loans but $8.6 million fewer dollars obligated than this time last year.

Section 521 Rental Assistance obligations total 103,369 units representing $466 million, about $23 million more dollars than last year at the same time. Nearly 45 percent of the year to date obligations were done in October. Since that time obligations levels have varied from month to month.

Section 542 vouchers totaled 795 obligations representing $2.6 million, 411 fewer obligations than this time last year. Most of the obligations ($2.58 million/780 units) took place in November.

USDA Rural Development Obligations FY 15 – December

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2015 USDA Rural Housing program obligations.

In December, USDA operated under a Continuing Resolution (CR) which provided funding through December 11, 2014 based on last year’s funding levels. A final appropriations bill was passed and signed into law on December 16, 2014. Most rural housing programs received funding levels similar to FY 2014. Section 523 TA grants increased by about $2.5 million. The MPR demonstration program decreased about $3 million. Section 542 Vouchers decreased by about $5.6 million.

As of the end of December, USDA obligated 36,912 loans, loan guarantees, and grants totaling about $4.9 billion. This is 6,052 more obligations than the same time last year.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $4.8 billion (35,186) in loan guarantees. Obligations slowed down somewhat, at least for the month of December.

For the Section 502 Direct program, there have been about $79.8 million (681 loans) nearly doubling the total from the first two months of the fiscal year but still less than nine percent of the total appropriated amount. Compared to this time last year, obligations of Section 502 Direct loans are about $14 million (139 loans) higher. Very low-income (VLI) loan obligations as a percentage of the total dollars obligated for the program decreased slightly to 36.3 percent.

The Section 504 Repair and Rehabilitation programs obligated 343 loans representing $1.8 million and 683 grants representing $4.1 million. Loan obligations are similar to last year’s level but grants are nearly $600 thousand behind.

Multi-Family Housing Programs

The Section 538 loan guarantee program shows 13 obligations totaling $13 million, two more loans but $4.9 million fewer dollars obligated than this time last year.

Section 521 Rental Assistance obligations total 88,289 units representing $393 million, about $100 million fewer dollars than last year at the same time.

Section 542 vouchers totaled 793 obligations representing $2.6 million, 117 fewer obligations than this time last year.

USDA Rural Development Obligations FY 15 – November

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2015 USDA Rural Housing program obligations.

In November, USDA operated under a Continuing Resolution (CR) which provided funding through December 11, 2014 based on last year’s levels in the Consolidated Appropriations Act, 2014. A final appropriations bill was passed and signed into law on December 16, 2014. Most rural housing programs received funding levels similar to FY 2014. Section 523 TA grants increased by about $2.5 million. The MPR demonstration program decreased about $3 million. Section 542 Vouchers decreased by about $1 million.

As of the end of November, USDA obligated 29,060 loans, loan guarantees, and grants totaling about $3.85 billion. This is about 10,000 more obligations than the same time last year. Most of the increase in obligations occurred in the Section 502 guaranteed loan program.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $3.8 billion (27,989) in loan guarantees. Obligations have been averaging about $1.9 billion per month over the last six months.

For the Section 502 Direct program, there have been about $40.3 million (347 loans) in loan obligations so far in FY 2015; this is about $14 million (139 loans) more than last year. Very low-income (VLI) loan obligations as a percentage of the total dollars obligated for the program has increased to almost 37 percent.

The Section 504 Repair and Rehabilitation programs obligated 226 loans representing $1.2 million and 490 grants representing $2.9 million. These are similar to the obligation levels for the programs at the same time last year.

Multi-Family Housing Programs

The Section 538 loan guarantee program shows 8 obligations totaling $6.7 million, an increase over the October level of 3 loans, $3.3 m. October obligations for this program were missing in our report from last month.

Rental Assistance obligations were somewhat higher than last year at the same time with almost 60 thousand obligations representing $268 million. This compares to about 60 thousand units at $244 million last year.

Section 542 vouchers totaled 780 obligations representing $2,584,800, about 30 percent higher than this time last year.

USDA Rural Development Obligations FY 15 – October

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2015 USDA Rural Housing program obligations.

USDA is operating under a Continuing Resolution (CR) which provides funding through December 11, 2014 based on funding levels in the Consolidated Appropriations Act, 2014. Congress will need to pass a final appropriations bill or another CR to keep the government operating after December 11.

As of the end of October, USDA obligated 13,763 loans, loan guarantees, and grants totaling about $1.85 billion. This is more than twice as many obligations as this time last year when there were 6,394 loans, loan guarantees, and grants obligated totaling about $849 million.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $1.8 billion (13,339) in loan guarantees. Obligations for October FY 2014 were about $845 million (6,338) less than half of the obligations so far this year.

For the Section 502 Direct program, there have been over $8.6 million (83 loans) in loan obligations so far in FY 2015; this is about $4 million (42 loans) more than last year. Very low-income (VLI) loan obligations as a percentage of the total was 31.4 percent.

The Section 504 Repair and Rehabilitation programs obligated 103 loans representing $608,952 and 238 grants representing $1,439,243. Significantly more than last October when 15 loans ($80,658) and no grants were obligated.

There were no other obligations for Single Family Housing programs in October.

Multi-Family Housing Programs

The only MFH obligations so far were in the Section 521 Rental Assistance program.

Rental assistance obligations were slightly lower than in October FY 2014. There were about 46 thousand RA units funded at over about $207 million. This compares to about 49 thousand units at $211 million last year.
