Nearly 8.5 million very low-income families experience worst case housing needs according to a new U.S. Department of Housing and Urban Development (HUD) report to Congress released on February 25th, 2013. HUD determines worst case housing needs by calculating the total number of very low-income renters that pay more than half of their income in rent, or reside in substandard or inadequate housing conditions (or both).
