Executive Order 13853 establishes a White House Opportunity and Revitalization Council, chaired by HUD Secretary Ben Carson and staffed by HUD, with membership from other agencies. The Vice Chair, who is directed to submit a work plan within 90 days, is the Assistant to the President for Domestic Policy, currently Andrew Bremberg. The council is directed “to prioritize or focus Federal investments and programs on urban and economically distressed communities, including qualified opportunity zones.”
