Public Hearing – HAC Wants Your Feedback

The Housing Assistance Council (HAC) is preparing its application to HUD’s new Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program. HAC’s goals for the PRICE program are the preservation and revitalization of manufactured housing and manufactured housing communities in rural communities across the U.S., with a focus on high-poverty places.

HAC’s application is available here. The public comment period will run from June 13 to Friday, June 28, 2024. Public comments may be submitted in person, by mail, or electronically.

What is PRICE?

HUD has issued a Notice of Funding Opportunity (NOFO) offering $235 million in competitive grant funding for the preservation and revitalization of manufactured housing and eligible manufactured housing communities. PRICE supports communities in their efforts to maintain, protect, and stabilize manufactured housing and manufactured housing communities (MHCs).

Of the $235 million available in PRICE funding, $210 million is reserved for the main PRICE competition (PRICE Main), of which $11 million is intended for Tribal Applicants (with $1 million reserved for Tribal Applicants), and $25 million is reserved for a pilot program (PRICE Replacement Pilot) to assist in the redevelopment of manufactured housing communities as replacement housing that is affordable. The PRICE Main funding will support low- and moderate-income homeowners with manufactured housing units and manufactured housing communities with critical investments such as repairs, infrastructure improvements, upgrades to increase resilience, services like eviction prevention and housing counseling, and planning activities such as those needed to transition to resident-managed communities. The PRICE Replacement Pilot will enable the replacement of manufactured housing units, especially those in disrepair, with up to four units of affordable housing.

How does HAC plan to use PRICE?

HAC is applying for $75 million in the PRICE Main competition, to be used over six years. HAC’s goals for its PRICE program are the preservation and revitalization of manufactured housing and manufactured housing communities in rural communities across the United States, with a focus on places of high poverty. The revitalization activities will also increase resilience to extreme weather, natural hazards, and disaster events. We plan to use our funds to assist mission-oriented housing organizations (nonprofits and public entities) become owners of at risk manufactured housing communities or address infrastructure needs in communities already owned by mission-oriented housing organizations.

HAC will take a three-pronged approach: 1) provide technical assistance to housing organizations that already own manufactured housing communities or are interested in becoming owners, 2) make grants and forgivable loans to nonprofit or public housing organizations for the acquisition of manufactured housing communities or to address the infrastructure needs at communities already owned by them, and 3) make grants to partner legal assistance and community-based organizations to assist residents of manufactured homes clear heirs’ and/or tangled land titles and convert their property to real estate status, targeting rural communities of color and/or persistent poverty rural communities.
