New Energy Block Grant to Include Green Building

February 27, 2008 -- A new Energy Efficiency and Conservation Block Grant was created by the Energy Independence and Security Act of 2007 and will now be implemented by the Department of Energy. Block grant funds can be used by state and local governments and tribes for a wide variety of purposes, including green building.

Because the program is new, block grant funds were not appropriated for FY 2008. If funding is provided for FY 2009, the program is likely to work much like the Community Development Block Grant program, with places of a certain size receiving entitlement grants, and rural areas and smaller places applying through states or creating consortia.
