SUMMARY:USDA’s Section 538 Guaranteed Program - Part I: Understanding Program Impacts on Affordable Housing Projects
DESCRIPTION:Materials Posted\n\nThe purpose of the Section 538 Guaranteed Loan Program is to increase the supply of affordable rural rental housing\, it differs in some important ways from USDA’s Section 515. Section 538 focuses on partnerships between USDA and qualified lenders\, whereas Section 515 loans are directly funded from USDA to nonprofit or for-profit rural housing developers. The program is operated by the U.S. Department of Agriculture’s Rural Development. The Guaranteed Rural Rental Housing (GRRH) program is delivered through USDA approved participating Lenders. \nSection 538 Guaranteed loans can be used for new construction\, refinance of existing GRRH loans and acquisition rehabilitation of affordable family\, senior and workforce multifamily projects. \nThis webinar\, the first in the two-part series will provide a brief overview and give an Agency historical perspective and program milestones. We will discuss the many uses of the section 538\, its compatibility with LIHTCs\, HOME\, Bonds and other sources of funding. There will be a presentation on LIHTCs and the post-tax reform effects on the market. The webinar will further present information on eligible projects and eligible areas\, we will also discuss application and timing.

DESCRIPTION:The Housing Assistance Council (HAC) joins Woodlands Development Group and bcWORKSHOP a “Rural Placemaking” peer learning exchange for October 3-4\, 2017 in Thomas\, WV (located in the beautiful mountains of Tucker County\, WV. \nWhat is a HAC Peer Exchange? \nThe Rural Affordable Housing Creative Placemaking peer learning exchange will provide hands-on exposure to creative placemaking in rural communities.  This peer learning exchange includes plenty of site visits (and interactions with local stakeholder)\, workshops\, technical trainings and additional resources. DESCRIPTION:In April 2017\, NeighborWorks America will convene community development professionals from around the country for a conference to address persistent rural poverty areas and lift up asset-based strategies and award-winning contemporary community economic development projects. \nThis unique event is primarily for the 115 members of the NeighborWorks Rural Initiative and will be hosted by local network member HOPE Enterprise. The goal of the convening is to identify innovative ideas and strategies that will be relevant and timely to the Network and partners across sectors. \nPersistent poverty is an enduring problem in rural America. Geographic isolation\, lack of resources and economic opportunities\, and disinvestment have led to high poverty rates for decades. Rural and small town poverty rates are highest in the South\, where more than half of all rural and small town persons in poverty reside.
